Signs across Kuwait

My area is full of these signs with IG accounts, anyone know why?




I think I will get me a piece of cardboard, write my IG account and tape it to these signs.

    Yes, these will later attract Ads which will then be printed on a plastic roll and the will be shown on these posts (in a rolling manner)
