I totally agree that enforcement is a must and not just during a "Look Good" campaign either. Also, the monkey see monkey do attitude that a lot of people have needs to stop as well. I have seen Westerners litter here and when I stop to ask them why they say, "Everyone else does it". Still, I seriously doubt that any enforcement will happen until the people here start demanding it and abiding by it themselves. I include both Expats and Nationals as well.
It is not a matter of caring or not caring, but the basic manners that you should have learned in your family. It would never occur to me to throw trash around, be it Sweden or Kuwait. The fact that "everyone else does it" cannot change it - if that means there will be one less plastic bottle on the street out of one hundred, so be it.
The problem is, until they enforce anything, people will continue. :(
